OCPP 1.6 and 2.0 have a feature named Smart Charging. It can be used to manage and balance the power during a charging session.

OpenEMS is available to use OCPP Smart Charging?

today OpenEMS have an OCPP Server implementation with “base” core functions, but you have to extend it for what you need.
